PROBLEM TO BE SOLVED: To provide a rising and falling device for a roll blind capable of simply making pulling up operation of a screen and, at the same time, preventing the damage in the roll blind from unnecessary operation of a control cord. SOLUTION: A winding shaft 3 is rotated by rotating a pulley 5 with a control cord 6 through a clutch device 7 to make it possible to raise and lower a screen 4, the clutch device 7 transfers the rotation of the pulley 5 based on a screen pulling down operation of the control cord 6 to the winding shaft 3, at the same time, after the pulling down operation of the screen 4, the rotation of the winding shaft 3 by torque of an energizer is prevented, and in a rising and falling device of a roll blind capable of rotating the winding shaft 3 in the pulling up direction of the screen based on the torque of the energizer by the rotation of the pulley 5 based on a screen pulling up operation of the control cord 6, the clutch device 7 can freely rotate the pulley 5 in the pulling up direction of the screen when a screen pulling up motion based on the torque of the energizer is made.
