PROBLEM TO BE SOLVED: To prevent a collision due to braking suddenly by changing a signal in real time according to not only statistical information of each intersection, but also momentarily changing states nearby the intersections. SOLUTION: Beacon devices 3 to 6 installed at each of the intersections receive speed information of a vehicle 1 from a navigation device 2 mounted on the vehicle 1. A communication controller 7 calculates the mean speed information of the vehicle from the information received by the beacon devices 3 to 6 and sends it to a centralized monitor device 8. The centralized monitor device 8 calculates the red/green time ratio of a signal arranged at an intersection according to the mean speed information and supplies it to a judgement device 9. The judgement device 9 generates signal control information for changing the signal in the timing where each vehicle passes and stops safely according to the red/green time ratio and speed information of vehicles to enter the intersection, and supplies the information to a signal controller 10. The signal controller 10 changes the signal in the timing based upon the received signal control information.
