PROBLEM TO BE SOLVED: To effectively cool a heating body such as glassificated body while a facility is simplified and its cost is reduced. SOLUTION: Housing pipes 4 are so arrayed in multiple numbers as suspended from a sealing slab 5 in a concrete cell chamber 3. A heating body is housed and sealed in the housing pipe 4. A steel shielding wall 21 with its lower end opened is provided in the cell chamber 3, with its side wall and sealing wall covered. A steel duct 22 communicating to inside the steel sealing wall 21 is provided in an outlet shaft 12. An air distribution wall 25 comprising multiple air-distribution holes 24 is provided at the lower-end opening part of the steel shielding wall 21, with a lower-part plenum part 11 formed on its lower side. A cooling air 14 dispersed into the steel shielding wall 21 through the air- distribution wall 25 from the lower-part plenum part 26 is allowed to cool the heating body housing part of the housing part 4 before it is released into atmosphere through the steel duct 22.
