PROBLEM TO BE SOLVED: To evenly cool the heating bodies housed in housing pipes while a facility is simplified. SOLUTION: A heating body is housed in housing pipes 4 arrayed in a cell chamber 3. A steel shielding wall 18 with its lower end opened is provided in the cell chamber 3. A steel duct 19 communicating with the steel shielding wall 18 is provided in an outlet shaft 12 of the cell chamber 3. An air distribution wall 21 is provided at the lower-end opening part of the steel shielding wall 18, with a lower-part plenum part 11 formed on its lower side. A diaphragm 23 is provided in an air-intake path 13 communicating with the lower-part plenum part 11, to form air-intake path parts 13a and 13b. A stream-guide wall 24 which distributes a cooling air 14 from the air-intake path parts 13a and 13b into a first-half region and a second-half region of the lower-part plenum part 11 is extended from the diaphragm 23.
