PROBLEM TO BE SOLVED: To obtain a partial discharge-detecting device that can eliminate the measurement work of an environment noise level for judging the presence or absence of the generation of a partial discharge. SOLUTION: The device is equipped with a vibration detection means that detects a vibration signal by partial discharge of a center conductor 3 being accommodated into an enclosure 4, a flux detection means that detects leak flux E being generated by the partial discharge, a trigger device 21a that outputs a trigger signal T of the vibration signal from the vibration detection means when the level of an input signal from the flux detection means exceeds a preset reference level, operation means 23 and 24 that is synchronized with the trigger signal, add the waveform of the vibration signal being outputted from the vibration detection means, and operate an average value, an abnormality-judging device 25 that judges the presence or absence of partial discharge A of the center conductor 3 according to an average value operation result, and a reference level-setting device 26 that changes the reference level of the trigger device 21a when the abnormality judgment device 25 judges that the partial discharge does not exist.
