PROBLEM TO BE SOLVED: To accurately convert the action of a handle into an oil flow for extremely accurate flow control by connecting a pump port, a cylinder port, and a tank port with passage having a nearly rectangular cross section, and forming the cross section of the passage of the ports into a nearly rectangular shape of the same area and same shape. SOLUTION: Passages 7, 8, 9 having a smooth Y-shaped plane and a nearly rectangular cross section are bored in a rotating body 2, and the cross section of a pump port 4, a cylinder port 5, and a tank port 6 bored on a timing sleeve 3 is formed into a nearly rectangular shape of the same shape and same size as that of the passages 7, 8, 9. When the fully closed pump port 4 and the passage 7 are overlapped into a fully opened state while being displaced little by little by the action of a handle 25, the flow of the oil flowing in the passage 7 can be accurately made linearly proportional to the rotation angle of the rotating body 2 by the action of the handle 25 because the cross section of the passage 7 is made a nearly rectangular shape.
