PROBLEM TO BE SOLVED: To observe at fixed points by eliminating working at a high place by workers. SOLUTION: Many targets 12 are arranged to an outer circumferential face of each shell 6a corresponding to a water sink part inside a suppression chamber 6 of a loop formed by connecting the shells 6a. An upper and a lower horizontal rails 8 and 10 are set to the outer circumferential face of the shell 6a to move a plate thickness-measuring unit 16 to a position of each target 12. Horizontal moving units 13 and 14 are movably installed to the horizontal rails 8 and 10 respectively. Ends of a perpendicular rail 15 are fitted to the upper and lower horizontal moving units 13 and 14. The plate thickness-measuring unit 16 is set to the perpendicular rail 15 to be movable in an up - down direction. The plate thickness-measuring unit is moved in a horizontal direction via the horizontal moving units 13, 14 and a perpendicular rail 15, and the plate thickness-measuring unit 16 is moved also in the up - down direction along the perpendicular rail 15. The plate thickness-measuring unit 16 is thus moved to the position of each target.
