PROBLEM TO BE SOLVED: To prevent water from infiltrating between a storage tank bottom board and a concrete base part. SOLUTION: A recessed part 13 is formed on an upper surface of a concrete base part 14, a drain hole 17 discharging water to outside the concrete base part 14 is provided in the corner of the recessed part 13, a storage tank bottom board 21 is laid on a bottom surface 18 of the recessed part 13, a storage tank side plate 27 is vertically provided in the storage tank bottom board 21 so as to provide a recessed part side surface 19 of the concrete base part 14 and a clearance 26, the drain hole 17 is closed, a rust preventive material 30 is injected in the clearance 26 between the recessed part side surface 19 and the storage tank side plate 27, and an upper part of the recessed part side surface 19 and the clearance 26 of the storage tank side plate 27 is covered with a coating part 35.
