PROBLEM TO BE SOLVED: To prevent generation of dioxins in a stage wherein thermally treating temperature is low by beginning supplying matter to be treated into a thermally treating furnace after the temperature in the furnace rises up to the treating temperature and stopping heating the thermally treating furnace after supply of the matter to be treated is stopped and discharge of the matter to be treated within the furnace is ended. SOLUTION: At the time of thermal treating of matter to be treated, at a stage of time when the matter to be treated is not yet supplied, fuel is burned in a gas combustion furnace 35 and an exhaust gas combustion furnace 41. And heat gas generated in the gas combustion furnace 35 is supplied to a heating cylinder 22 of a thermally treating furnace 20 to heat a cylindrical body 21 and then supplied into a heating cylinder 12 of a thermally treating furnace 10 through a connecting tube 37 to heat a cylindrical body 11. And when the temperature of the exhaust gas combustion furnace 41 rises up to about 75 deg.C, a mixture of the matter to be treated with a treating agent is supplied from a hopper 30 into the thermally treating furnace 10. And at the time of stopping of heating of the thermally treating furnace 10 and 20, supply of the matter to be treated is stopped and all the thermally treated matter to be treated is discharged and then operation of the exhaust gas combustion furnace 41 is stopped after a prescribed hours.
