PROBLEM TO BE SOLVED: To effectively utilize the site of a disused filled land at a necessary minimum by dividing the waste disposal site into a plurality of sites according to the soil stability after waste is filled in the sites and filling the waste in the divided sites to be filled. SOLUTION: A waste disposal site 1 has a rectangular plan, the internal site to be reclaimed is divided by four partition dikes 20 parallel to one another into five sites 21 to 25 to be filled, and a seepage water drain 6 and branch seepage water drains 7 are independently provided in the respective sites 21 to 25. The waste is successively filled in the sites 21 to 25 in the order of greater stability of the soil strength after reclamation. That is, the waste of the highest stability is filled in the site 21 and the waste of the lowest stability in the site 25. Concretely, earth and sand, incineration ash, sludge and waste paper are successively filled in the sites 21 to 25 in the order of smaller stability. Seepage water sinks 11a to 11e are provided at the end of the sites 21 to 25.
