摘要 PROBLEM TO BE SOLVED: To provide a device and manufacturing method compensatable even tertiary dispersion in a wide band and at a low loss. SOLUTION: This device includes an optical fiber 13, external force is applied to the optical fiber 13, a strain generated thereby is fixed inside the optical fiber 13, the strain is controlled in a group lag time characteristic of light in the optical fiber 13 to keep a size to equalize wavelength dispersion of the optical fiber 13. For example, the device is formed into constitution wherein the optical fiber 13 is wound coil-likely to contact closely around a center body having overmasteringly high bending rigidity, constitution wherein the optical fiber 13 is stored to contact closly in a groove of a rod formed, on a surface, with a spiral groove having a curvature to allow induction of a bending stress to the optical fiber 13, or the like. As one example of a manufacturing method, the optical fiber 13 is delivered from a drum of a collecting equipment to be wound onto the center body while a drum wound with the collecting equipment or the center body is rotated, and one layer or more of a quickly cured addhesive thermosetting resin is applied.
