PROBLEM TO BE SOLVED: To always perform a call with the lowest charge by comparing the call charges of respective lines at calling and automatically selecting the line of the cheapest call charge thereby performing the call. SOLUTION: When a handset 103 goes into off-hooked state after waiting for it first, the number of an opposite party (calling number) is obtained after waiting for input of it from an operation panel 104. Next, a call distance is determined from this calling number. Next, through the use of the corresponding table of a call charge stored in a memory 102 in advance, the call charges of respective lines are calculated from the calculated call distance and a call time zone (present time) to select the line of the cheapest call charge. When a subscribed line is selected, an analog SW 111 is controlled to connect the hand set 103 to an NCU 110. When a radio line is selected, the SW 111 is controlled to connect the hand set 103 to a speech codec 106.
