PROBLEM TO BE SOLVED: To realize reduction of transmission power and increase of capacity and to secure the required quality of control bits themselves by setting up the electric energy of the control bits to a value capable of minimizing the required transmission power of individual channels. SOLUTION: The method for constituting frames in a CDMA mobile communication system is provided with a step for determining the optimum electric energy of transmission power, a step for setting up the transmission power of control bits equal to that of data bits, a step for setting up the transmission power of the control bits to the optimum electric energy by adjusting the number of control bits, and a step for setting up the transmission power of control bits to the optimum electric energy by offsetting the transmission power of data bits. The optimum electric energy E0 is the electric energy of control bits capable of minimizing the required transmission power of the whole individual channel.
