PROBLEM TO BE SOLVED: To enable a steam temperature to be controlled to a target condensed water temperature in a stable manner and perform an effective utilization of heat energy by adjusting a flow rate of steam and leveling its load in a high-pressure steam condensing system of a heat recovery facility annexed to a waste processing facility provided with a waste processing furnace. SOLUTION: This load leveling method performs a load leveling setting process for a heat recovery facility for recovering heat with the heat of discharged gas of high temperature generated from a waste processing furnace. In this case, surplus steam flowed from a high pressure steam reservoir 2 is stored in a steam storing device 4. In the case that a amount of steam in a heat utilizing facility 3a such as a turbine or the like is deficient, the deficient amount of lack steam is fed from the steam storing device 4. In the case that the level o steam in the steam storing device 4 exceeds a predetermined level, it is adjusted such that the steam may flow into the high pressure steam condenser 5 at a specified flow rate.
