PROBLEM TO BE SOLVED: To satisfactorily select and synthesize a received signal in a control station by generating a control signal of instructing reduction of a transmission power only when all the pieces of transmission power control information from plural base stations are information of instructing reduction of the transmission power, so as to allow a transmission signal from a communication terminal to reach with sufficient power in spite of being in a state where signal propagation is unstable. SOLUTION: A power control information extracting part 107 extracts transmission power control information from a received signal, and only when transmission power control information instructing reduction of transmission power is sent from all the base stations, it outputs a control instructing signal instructing the reduction of transmission power. In the cases except for this, the control instructing signal for reducing transmission power is not outputted but a control instructing signal for increasing transmission power or a control instructing signal for avoiding the control of transmission power is outputted. In accordance with the control instructing signal, a transmission power control part 108 executes control for reducing the transmission signal level, control for increasing it or control for avoiding transmission power control to a radio transmission part 110. |
