PROBLEM TO BE SOLVED: To provide a bulb with a reflector and a lighting device capable of clearly showing the image of a profile of an illuminated surface, and improving an illumination effect. SOLUTION: A bulb with a reflector is provided with a reflector 1, a front glass 2, a base 3, and a halogen lamp 4 whose one end is sealed. The front glass 2 is fixed to the front opening of the reflector 1. The halogen lamp 4 is disposed inside the reflector 1. A light blocking paint 20 is coated as a light blocking material at a prescribed width from the periphery of the front glass 2 toward the center. The light blocking paint 20 is coated in a range of 2 mm width in the radial direction at least on either one of the inside and outside of the front glass 2.
