PROBLEM TO BE SOLVED: To simplify input operation of a telephone number at setting of an arbitrary telephone number as the telephone number to be an object of prescribed control by identifying inputted numerals and special characters and setting the telephone number satisfying the conditions noted by normal expression as the telephone number to be the object of the prescribed control. SOLUTION: Inputted numerals and special characters permitted by normal expression are identified, based on the rule of normal expression. For example, in a maintenance terminal 14, when an input device 19 inputs a notation ''056[2-9]', a controller 20 identifies which on of '0562..' '0563..' '0564..' '0565..' '0566..' '0567..' '0568..' '0569..' the notation of ''056[2-9]' is indicating complying with the rule of normal expression. Then all the telephone numbers satisfying the condition of a area code number being one of '562' to '569' are set as telephone numbers to be the objects of the prescribed control.
