PROBLEM TO BE SOLVED: To accurately measure the eccentricity of a continuous paper roll in a non-contacting state without man power by taking the picture of the whole end face of the paper roll with a photographing means and processing the taken picture. SOLUTION: A camera 4 which is the photographing means of an eccentricity measuring instrument is moved upward, downward, leftward, and rightward by means of actuators 5 and 6 in accordance with photographing positions. The camera 4 takes the picture of the whole end face of a continuous paper roll 1 at a position where the optical axis of the camera 4 roughly lies upon the axial line of the core 2 of the roll 1. Successively, the center of the core 2 is found by processing the taken picture of the core 2 and the maximum value and minimum value of the distance between the center of the core 2 of the roll 1 and one point on the outer peripheral line of the roll 1 are found. The eccentricity of the roll 1 is measured from the difference between the maximum value and minimum value. When a digital camera having a large number of picture elements is used, in addition, the structure of the instrument becomes simpler and the measuring time can be shortened.
