PROBLEM TO BE SOLVED: To prevent high temperature hot water from being discharged wherein it is detected even a small amount of hot water is used. SOLUTION: The present water heater judges a fact that there is supply hot water less than the lowest working flow rate during insulation of temperature of the supply hot water based upon the state of a change of the hot water temperature in a heat exchanger or rise of the temperature of hot water effluent from a hot water supply cock or ignition frequency. When it is judged that there is hot water supply, supply hot water temperature insulation burning is interrupted, or temperature insulation burning starting temperature is lowered, or temperature insulation burning time is shortened, or temperature insulation burning standby time is lengthened, whereby temperature of the hot water effluent from the hot water supply cock is prevented from being abnormally raised.
