PURPOSE: To joint the terminals of a surge absorber to those of an inserted conductor reliably and firmly by storing the surge absorber in a storing part and by sealing with a resin part the entire capacitor element, including the positive electrode side terminal and negative side one jointed to the inserted conductor. CONSTITUTION: A surge absorber 51 for prevention of noise transmission to electrical load devices for a vehicle is stored in a storing part 58, formed on a base 200. This surge absorber 51 comprises a capacitor element 53, provided with a positive side terminal 54 and a negative side one 55 and a resin part 56 that seals with capacitor element 53 with epoxy resin. The terminals 54, 55 are jointed by soldering to a pair of the terminals of the inserted conductor inside the storing part 58. Here, the jointed parts of the terminals 54, 55 are each isolated from outside air by a resin part 56 formed by filling the storing part 58 with resin. Thus, electrolytic corrosion by brine or disconnection by the occurrence of natural rust are protected, and a joint with the terminals 57 of the inserted conductor is achieved surely and firmly.
