SOLUTION: A reformer temperature sensor 15 is disposed between an isothermal plug flow reactor 20 and a combustion chamber heat exchanger 6 of fuel treating equipment. By this arrangement, a recirculating gas flow 4 is monitored at the highest temperature before entering the reactor 20 after having exited from the combustion chamber heat exchanger 6. In the normal state, although the temperature rise of the reactor 20 is relatively slow due to the heat mass of a reformer bed and the heat dispersion from a recirculating fan 2, the instruction for a correcting treatment if the temperature rise is higher than a predetermined value. As the correcting treatment, warning, an increase in jet water to the reformer, the rate rise of the recirculating fan 2, the heat evacuation to the atmosphere, a decrease in power of a combustion chamber 10, a decrease in pressure of the reformer and the shutdown of a system can be named. Additionally, a rapid shutdown includes the evacuation of a hydrogen flow to the atmosphere.
