PROBLEM TO BE SOLVED: To obtain a transmitter to encipher, transmit data and capable of reducing labor of an operator of a transmitter. SOLUTION: This transmitter 100 is provided with an access means 20A for reading stored information from an IC card 50 in which information to indicate a ciphering key Sk is stored, an enciphering means 13 for generating ciphered data Dy by ciphering data Dx by using the ciphering key Sk read from the IC card 50 by the access means 20A and to generate an end signal Se, when ciphering of the data Dx ends and a transmitting means 14A to transmit the ciphered data Dy based on the end signal Se.
