PROBLEM TO BE SOLVED: To provide a fixing device which makes heat in the lateral direction of a heat-ray fixing rotary member uniform and prevents an irregularity in fixing. SOLUTION: In the device, a heat-ray fixing rotary member 17a in the form of a roll is formed by comprising a cylindrical, light-transmissive substrate which transmits a heat ray, a light-transmissive, elastic layer located outside the light-transmissive substrate, and a heat-ray absorbing layer located outside the light-transmissive, elastic layer and serving to absorb the heat ray. Also, a pressure rubber roller is provided opposite the heat-ray fixing rotary member, and with one side of the heat-ray fixing rotary member as a reference, a transfer material is carried to a nip between the heat-ray fixing rotary member and the pressure rubber roller. Heat-ray emitting means (halogen lamps) 171 g for generating heat rays are parallelly arranged in the heat-ray fixing rotary member 17a, and heating of the heat-ray emitting means is controlled according to a transfer-material size.
