PROBLEM TO BE SOLVED: To shorten inspection time before starting work without increasing communication capacity by transmitting an abnormality judging signal when existence of an abnormal object is detected by comparing a signal from a monitoring terminal with a stored normal signal. SOLUTION: A picked up image from a CCD main body 15 is digitally converted, extended in an image memory 14 by an intelligent camera 1 as the monitoring terminal. An image at a normal state in a monitoring and image pickup area is stored in an image memory 12 by an image processing part 13 of a waveform processor 100. The picked up image in the monitoring area fetched from the image memory 14 is compared with an image at a normal state stored in the image memory 12, when the abnormal object at a still state or a moving state exists in the monitoring area, it is detected and the abnormality judging signal is outputted by the image processing part 13. Only when the abnormal object is detected, a video signal at the time, required information such as position information of the monitoring terminal is transmitted to a control center 3 via a network 4 by the camera 1.
