PROBLEM TO BE SOLVED: To evaluate an input item which is a factor of a problem and the extent of its influence by a neural network whose output unit has a nonlinear transfer function. SOLUTION: An object data input means 1 inputs data as an object of evaluation (factor of problem). A reference data input means 2 inputs reference data having the same output with the object data. A representative value determining means 4 determines a representative value according to the reference data inputted from the reference data input means 2. A 1st acquiring means 3 acquires an input value from a specific input unit to a specific output unit when the object data is inputted. A 2nd acquiring means 5 acquires an input value from a specific input unit to a specific output unit when the reference data is inputted. A difference value calculating means 6 calculates the difference value between the values obtained by the 1st and 2nd acquiring means. An evaluated value calculating means 7 calculates an evaluated value from the difference value calculated by the difference value calculating means 6.
