PROBLEM TO BE SOLVED: To enhance combustion efficiency by adding a seed at a specified ratio to kerosene or gas oil, gelling them by stirring and mixing, adding water thereto by several times in volume and stirring and mixing thereby increasing the mixing ratio of water. SOLUTION: A seed supply opening 1 and a fuel oil supply opening 2 are coupled with a gel tank 6 through piping 4 and 5, respectively. A specified quantity of fuel oil is supplied from the piping 5 to the gel tank 6 and seed is supplied, at a ratio of 1-5% to the oil supply, from the piping 6 to the gel tank 6 where they are mixed by means of a stirrer 10 into gel state. Gelated fuel oil is supplied through an oil supply pipe 13 to an water added fuel tank 12 which is then supplied with water, by 1-5% of fuel oil supply, from a water supply pipe 14. Subsequently, fuel oil and water are mixed well by turning a stirring blade 17 to produce water added fuel. According to the structure, mixing ratio of water is increased with respect to fuel oil, high temperature combustion can be realized and the fuel can be employed optimally in a boiler or various types of incinerator.
