PROBLEM TO BE SOLVED: To manage with a switching element of small capacity, moreover of a small switching loss for its capacity. SOLUTION: A first smoothing capacitor 35 is connected to an inductance 25 through a first reverse current preventing diode 36 so that a charging current flows by a voltage obtained by superposing a counter-electromotive force generated by a discharge energy of the inductance 25 with a voltage of an AC power source 21 by turning on and off of a switch circuit 27, when the power source 21 is of one polarity. A second smoothing capacitor 37 is connected to the inductance 25 via a second reverse current preventing diode 38 so as to be charged by a superposed voltage obtained by superposing a counter-electromotive force generated by a discharge energy of the inductance 25 with the voltage of the power source 21 by turning on and off the circuit 27 when the power source 21 is the other polarity, thereby outputting a DC voltage obtained by adding the charged voltage of the capacitor 35 to the charged voltage of the capacitor 37.
