PROBLEM TO BE SOLVED: To prevent a servo out-of-control state from continuing by controlling an actuator drive signal generation means so that the drive signal of focus or tracking can be retained for a position for causing a servo out-of-control when the number of retry operations exceeds a specific value at the same location. SOLUTION: In the retry operation when a servo out-of-control occurs, when a count is less than a specific value, the retry operation is made and information is recorded or reproduced by servo again. Also, when the count is equal to or more than a specific value, tracking and focus are corrected, and the position of a laser beam is detected on a disk. When the laser beam arrives at a position where the servo out-of-control has continuously occurred the drive signal of the actuator of tracking or focus is retained. When a servo error signal becomes stable, the retention operation of the drive signal of the actuator of tracking or focus is canceled.
