PURPOSE: To record a representative picture by which contents of a program can be grasped by using a pixel value of a still picture extracted from a dynam ic image signal at a prescribed sampling rate so as to calculate an evaluation value of the still picture, detecting a maximum value of the evaluation value, reducing the corresponding still picture to generate the representative picture and recording the representative picture to a recording medium. CONSTITUTION: A representative picture generating circuit 4 extracts a frame picture from a dynamic image signal of an AV signal received from an A/D converter circuit 2 at a prescribed sampling rate and applies title character detection processing to the picture. Then face detection processing is applied to the extracted frame picture to divide the frame picture into blocks and to generate a histogram of pixel values of pixels constituting the blocks by each block. A representative picture generating circuit 4 calculates a ratio of an audio level with respect to the frame picture, obtains an evaluation value and decides the frame picture that takes a maximum value at a prescribed time interval as the representative picture characterizing contents of a program.
