PROBLEM TO BE SOLVED: To manufacture cosmetic applicators beautifullly in a short period of time. SOLUTION: An applicator member sheet 7a and a support member sheet 7b are layered to form a layered body 7, which is mounted on an electrode 8 on the mounting side. Then, as a pressure part 9 is lowered by a drive part 12 toward the layered body 7, the top of a frame-shaped blade 14 and the disk- shaped electrode of an electrode 13 on the pressure side hit against the surface of the layered body 7. Next, when a high frequency voltage is applied to the layered body 7 for a prescribed period of time, the sheets 7a and 7b are both heated, melted and bonded together. On the other hand, the pressure part 9 further presses the layered body 7 on, the electrode 8 on the mounting side being pushed up in the vertical direction by the drive part 11, so that the layered body 7 is pressed against the frame-shaped blade 14 to be punched.
