PROBLEM TO BE SOLVED: To produce a high-tensile strength recycled yarn having a high tensile strength and elongation by carrying out a recycling treatment of a waste plastic material from a thermoplastic such as polyethylene or polypropylene. SOLUTION: A thermoplastic waste plastic material is heated, melted, twisted and rubbed at a temperature in which about 1.8 times the melting starting temperature of the waste plastic material is the upper limit with a first melting machine, then passed through a filter and a nozzle to form a wiry material, which is subsequently cooled, hardened and cut into pieces with a shearing machine to form material pellets. The resultant material pellets are then heated, melted, twisted and rubbed at a temperature in which about 1.8 times the melting starting temperature of the material pellets is the upper limit with a second melting machine 25 and then passed through a filter 30 and a nozzle 31 to form a material yarn 21, which is subsequently cooled, hardened, then heated, softened, stretched and drawn with a drawing machine 35 to form a recycled yarn 22 having a prescribed wire diameter (denier).
