PROBLEM TO BE SOLVED: To solve a problem of costs and a setting work time in the case where setting is performed as a double layer plate or spraying of a material is performed by setting a nonflammable waterproof heat insulation plate being a single layer plate body having minute water absorption, non-flammability and heat insulation. SOLUTION: A nonflammable waterproof heat insulation plate 1 is attached to a tunnel lining 2 by using an anchor bolt or the like. A spacer may be attached in order to secure a gap in a water passing purpose between a wall face and the nonflammable waterproof heat insulation plate 1. Thereby a cost can be reduced and a setting work time can be shortened.
