PROBLEM TO BE SOLVED: To provide a roadbed stabilizing agent having suppressed odor and increased ignition point to decrease the restriction on application and storage and enable efficient application. SOLUTION: This roadbed stabilizing agent to be sprayed on a roadbed to firmly bond the ballast is composed of a polyurethane prepolymer composition produced by adding a diluent to a polyurethane prepolymer composed of an isocyanate and a polyol and having isocyanate group on the terminal. The diluent is composed mainly of an aliphatic solvent, the isocyanate is polymethylene polyphenylene polyisocyanate (polymeric MDI) and 2,4'- diphenylmethane diisocyanate (2,4'-MDI) is included in the polymeric MDI at a ratio to exhibit the desired solubility in the diluent and getting a desired coating film strength.
