PROBLEM TO BE SOLVED: To retain the stable activity of a catalyst and to ensure a low catalyst cost, stability and easiness of operation by using gas containing hydrogen chloride, oxygen and moisture as starting material and oxidizing the hydrogen chloride in the presence of the catalyst. SOLUTION: Gas containing hydrogen chloride, 0.25-2 mol oxygen based on 1mol hydrogen chloride and moisture in a molar ratio of 0.001-1.0, preferably 0.005-1.0 to the hydrogen chloride is used as starting material and the hydrogen chloride is oxidized in the presence of a catalyst, preferably a catalyst containing ruthenium oxide, further preferably a catalyst containing ruthenium oxide and titanium dioxide. The ruthenium oxide content in the catalyst is preferably 0.1-20 wt.%. The catalyst may be used in a spherical granule shape, a columnar pellet shape, an extruded shape, a ring shape or a honeycomb granule shape. The oxidation is preferably carried out by a fixed bed vapor circulation system at 200-500 deg.C reaction temperature and 0.1-5 MPa reaction pressure.
