PROBLEM TO BE SOLVED: To restrain swing of a suspension tool. SOLUTION: Displacements of links 65, 63 are transmitted to a torque arm shaft 43 connected to carriers for planetary gear mechanisms 22, 23 to rotate unidirectionally a seaside drum 20 and a landside drum 21 in which lifting ropes 28 are wound reverse-directionally each other in drum-axis-directional view. Tensions of the ropes 28 locked to a seaside end and a landside end of a head block 6 are adjusted thereby to impart, to the head block 6, force in response to acceleration or deceleration of a trolley 19, and the head block 6 is restrained from being swinged without worsening efficiency of cargo handling work.
