PROBLEM TO BE SOLVED: To secure a sufficient strength and durability by providing a lower layer block molding process for molding a lower layer block by supplying a lower layer block molding material into a form and a surface layer block molding process for molding a surface layer block by supplying a surface layer block molding material into the form. SOLUTION: When a pavement block to be used for a driveway such as a ramp of a speedway is manufactured, first a lower layer block raw material 6 obtained by mixing a waste 4 such as incineration ash with sand 5 as block raw materials, is mixed with cement 7 and water to obtain a lower layer block molding material 8, which is, in turn, supplied into the form 10 of a pavement block molding machine 9. Thus the molding material 8 is pressed by a pressurizing plate 11 into a lower layer block 3 with a plurality of grooves 2, in a lower layer block molding process 1. After that, a surface layer block molding material is supplied into the form 10, then is pressed by the pressurizing plate 11 into a surface layer block with a plurality of drain grooves, and the lower surface of the surface layer block is fixedly inserted into the grooves of the lower layer block 3 to obtain the pavement block, which is, in turn, removed from the form 10, in a surface layer block molding process.
