PROBLEM TO BE SOLVED: To efficiently conduct washing and mopping by sucking the moisture stuck to the surface of a vehicle after washing with the capillary action of a mopping member in a wide range, and continuously sucking and recovering the moisture in the mopping member into a sucking means with the sucking action of the sucking means in a wide area. SOLUTION: The moisture remaining on the body surface of a vehicle is sucked by the capillary action of a mopping member 27 in a wide range. The mopping member 27 cannot suck water any more after sucking a fixed quantity of water, however the moisture sucked on the whole face of the mopping member 27 is collected at the suction port of a hose via a suction section of a porous member and is sucked into a vacuum tank 5 when a vacuum pump 3 is started for an evacuation action. The mopping member 27 invariably maintains a moisture sucking state due to this sucking action. The sucked water is sucked by a sucking air stream and is transferred and stored in the vacuum tank 5 as recovered water W1.
