PROBLEM TO BE SOLVED: To increase high rigidity and torsional torque, etc., and prevent the waveform deformation of a steel filler at the time of the toroidal deformation of a tire. SOLUTION: A steel filler 6, constituted into eight layers by a rubber-coated steel cord 10, is arranged at irregular pitches like independent rings 11, 12,...18 having different diameters respectively, and the respective rings 11, 12,...18 are cut at positions in two opposite places respectively nonoverlapping in a diameter direction with each other. The laminated intervals d1, d2, d3, and d4 of the rings 11 and 12, 13 and 14, 15 and 16, and 17 and 18 are made d1=d2=d3=d4, and the intervals D1, D2, and D3 of the rings 12 and 13, 14 and 15, and 16 and 17 are made D1=D2=D3, also D1=D2=D3>d1=d2=d3=d4.
