PROBLEM TO BE SOLVED: To provide a manufacturing apparatus and method for obtaining a continuously quality stabilized ceramics based cylinder while a core pipe can be replaced without stopping a sheet-making felt (a water permeable belt). SOLUTION: A core pipe 70 of which both ends are held by a clamp part is allowed to stand by at a position not in contact with and slightly apart from an endless water-permeable belt 52 at position B. A notch is formed in a green sheet by a sheet end cutter 54 at a position (a position A) before a position of contact (a position B) with a water-permeable belt 52. A core pipe drum 60 is rotated to a winding up position (a position C) while the core pipe drum 60 is synchronized with the endless water permeable belt 52 in the same timing when the notch reaches the position B. At that time, the core pipe 70 presses down the water permeable belt 52. When the notch reaches the winding up position (the position C), a press roll 90 is applied from below, and winding-up of the green sheet is carried out until a specific thickness is reached.
