PROBLEM TO BE SOLVED: To facilitate to cut roll paper with one hand by providing composition which has a pair of guide arm obliquely upward from the wall face and a support shaft with guides at both ends, the support shaft moving from the tip of the guide arm to the base along the upper surface of the guide arm. SOLUTION: Since the upper surface of a guide arm 3 is sloped, a support shaft 4 inserted into a winding core of roll paper 8 rolls toward the base 31 along the upper surface of the guide arm 3 and abuts on a control member 5 disposed in a net 1. When the roll paper 8 is used in a desired length, the tie of the roll paper is pulled horizontally, ten the roll paper 8 leaves the control member 5 and is unwound. When the tip of the roll paper 8 is pulled downward, the roll paper abuts on the control member 5 strongly and the outer surface is pushed to the control member 5 to inhibit rotation of the roll and to allow easy cutting of the roll paper 8 at a lined perforation.
