PROBLEM TO BE SOLVED: To enable a user to cut paper with one hand, allowing a cut end to remain for easier use next time by mounting a roller attached with a buffer ring consisting of an elastic body and a cutter in a position where the roller can be held. SOLUTION: The roller 2 passed with the case with a slack into a cylinder provided with the buffer ring consisting of the elastic body on its outer periphery is mounted at an outer box 1. The cutter 3 is made heavier on a side free of a blade and is mounted to the outer box 1 side by side with the roller 2 in a position where the roller 2 can be pressed alongside the same. Then, the breakage of the paper by hooking of the projecting part of the paper, a failure in cutting the paper by slipping out of the paper in spite of pressing with the cutter 3 and the rewinding of the paper may be prevented by the roller 2 provided with the buffer ring consisting of the elastic body on its outer periphery. The smooth drawing out of the paper is thus made possible. Also, the roller 2 is passed with the core having the slack and, therefore, turns smoothly. When the paper is drawn, the paper is pressed to the bladeless side of the cutter 3 inclined by pulling and is brought into pressurized contact with a cover 4, by which the paper may be pressed.
