PROBLEM TO BE SOLVED: To provide a primer for concrete, which is excellent in interlaminar adhesion to concrete and to waterproof films, lining materials, corrosion resistant films, floor coverings and the like which are applied on the concrete, has a moderate pot life, and is curable at a low temperature, of a low viscosity and excellent in workability. SOLUTION: The primer is prepared from an epoxy resin composition comprising a heterocyclic compouned represented by the formula, a polyepoxy compound containing two or more epoxy groups in a molecule, and an amino compound containing in a molecule two or more active hydrogens derived from a primary amino group and/or a secondary amino group. [In the formula, n is an integer of 1-10; X1, Y1 and Z1 are each independently oxygen or sulfur; R1 is the residue of a cyclic etherified compound or hydrogen; and R2 is a 2-10C hydrocarbon group].
