PROBLEM TO BE SOLVED: To provide a device for simply producing a high quality porous glass base material by stably accumulating fine particles of glass without causing any dispersion in the distribution of the refractive index of the obtained material. SOLUTION: The device for producing the porous glass base material where the fine particles of glass supplied from flame burners 19, 21 are accumulated on a starting rod 14 while the rod is being raised is provided with a plurality of control actuators 12a,..., 12d on which a rotation driving motor 9 connected to the rod 14 is disposed and which are connected to an elevation driving source 6, a vertical guide rod 2 engaged with the actuators 12a,..., 12d, a level detector 11 for detecting the mutual levels of the actuators 12a,..., 12d and a level control circuit 17 for sending actuation signals to the actuators 12a,..., 12d according to the detection signal of the detector 11.
