PROBLEM TO BE SOLVED: To provide an apparatus for mixing and agitating a raw material capable of suitably and efficiently mixing and agitating the raw material comprising chaffs and a core and sheath type fiber. SOLUTION: This apparatus 20 for mixing and agitating a raw material is installed with a hopper 22. The hopper 22 is mounted on a load cell 42 to the main body 24 of which a chaff tank 46, a fiber tank 50 and an aqueous solution tank 56 are connected and predetermined amounts of the chaff, the core-sheath type fiber and the aqueous solution of other additives are supplied to the main body 24 and mixed and agitated in the inside of the main body. After the mixing and agitating treatment, the main body 24 of the hopper 22 turns upside down, discharges the mixed and agitated raw material which can be transferred to a predetermined spot by a belt conveyor 44 for discharge.
