PROBLEM TO BE SOLVED: To effectively generate anions that are considered to have a good effect on the human body in a large quantity by providing a blowing means to deliver air to a diffusion chamber and a collision plate with which a powder having spontaneous polarization is made to collide in the diffusion chamber. SOLUTION: When a blowing means 15 is operated, air flows rotationally in a diffusion chamber 12 from an inlet 16, passing through a barrier plate 14 and escapes from an outlet 30. A tourmaline powder stored in the diffusion chamber 12 is stirred up by rotationally flowing air and flows rotationally in the diffusion chamber 12. At this time, the tourmaline powder collides with the collision plate 17 or tourmaline powder particles collide with each other, providing an impulsive force, whereby tourmaline powder crystals are distorted, and apply high voltage when they are released instantaneously from distortion, high voltage is applied, disturbing the electrical neutral condition, resultantly generating a large amount of anions on the surface of the tourmaline powder. Anions thus generated in a large quantity pass through the barrier plate 14 and can be taken out from the outlet 30.
