PROBLEM TO BE SOLVED: To produce both physical and chemical effects by filling a slurry comprising water, aluminum, ammonium nitrate or an ammonium nitrate prill as a chemical agent in a hollow shell body and composing a high explosive shell. SOLUTION: This high explosive shell is obtained by using a slurry comprising water, aluminum, ammonium nitrate or an ammonium nitrate prill as a chemical agent 3A in a hollow shell body 2 having the whole shape forming an ovoid figure and having the chemical agent 3A. In this constitution, a lever 11 is initially pulled up to apply a shock to a percussion cap 15 which is a primary explosive by a hammer 10 and ignite a base charge 14 through a delay charge. The chemical agent 3A generates large amounts of Al2O3 and H2 gas by combustion of the base charge 14 according to a reaction indicated by the formula. Thereby, the Al2O3 is capable of physically causing human and mechanical damages as effects of broken pieces. The H2 gas is brought into contact with oxygen in the atmosphere to cause an explosion phenomenon to further generate high-temperature steam. As a result, effects on secondary damaging to humans or objects are obtained.
