PROBLEM TO BE SOLVED: To machine a non-rotatable work to form a screw or a projection/ recess by mounting a tool on a rotor via a rack, and rotating the tool, and moving the tool by a pinion mounted on a pinion shaft penetrating a center of rotation of the rotor via a planetary gear device and the rack. SOLUTION: A work is advanced to the center of rotation by keeping the rotational speed of a rotor 4 to be same as that of a pinion shaft 12. A die 8 is separate from the center of rotation. The work W is held in the thread rolling flat die 8 by the machining length, and fixed thereto. The rotational speed of the pinion shaft 12 is changed, and the thread rolling flat die 8 is moved to the direction of the work W through the engagement of a pinion 11 with a rack 9 by the difference in rotational speed between the rotor 4 and the pinion shaft 12. When the rotor 4 makes one turn, the thread rolling flat die 8 also makes one turn to machine the work W. The machining is completed when the thread rolling flat die 8 makes several turns.
