PROBLEM TO BE SOLVED: To provide a device and a method for easily drawing an optical fiber reduced in Rayleigh scattering intensity and low in transmission loss without raising the equipment cost. SOLUTION: The drawing device 1 is provided with a drawing furnace 11 for heating and drawing a base material 2 for an optical fiber. A carbon heater 13 is disposed in the furnace 11. The heating section of the heater 13 has 280 m or longer length in the drawing direction and the heater 13 generates heat so that the maximum temperature of the surface of the base material in the furnace 11 is made to be less than 1,800 deg.C.
