PROBLEM TO BE SOLVED: To obtain the subject composition having high vibration-damping performance or stress relaxation tendency from normal temperature region through relatively high-temperature region, and to obtain a film or sheet using the above composition. SOLUTION: This composition is obtained by compounding the component A with the component B described below, respectively, within a range satisfying the following two relationships: 5<=WT(B)<=40, and 5<=Tg(B)×WT(B)/100<=30 (Tg(B) is the glass transition temperature( deg.C) of the component B; WT(B) is the weight ratio (wt.%) of the component B in the resin composition). (A) a flexible polypropylene-based resin, the mesopentad fraction and racemopentad fraction each determined based on the 13C-NMR spectrum totaling 30-70%, and the temperature indicating the peak value of the main dispersion of the loss tangent measured at a frequency of 100 Hz by dynamic viscoelasticity determination being >=0 deg.C; and (B) a petroleum resin, terpene resin, coumarone- indene resin, rosin-based resin, or a hydrogenated derivative thereof, each with a glass transition temprature of 50-100 deg.C.
