PROBLEM TO BE SOLVED: To improve the strength of a decorative panel and reduce the weight thereof by dispersively containing a specified quantity of polyvinyl alcohol fiber in a skeleton portion of cement-base hardening material, and burying a part of reinforcements so as to be exposed to the back. SOLUTION: This decorative panel is obtained from concrete raw material made by mixing polyvinyl alcohol fiber mixed with cement, sand and water at the proportion of 1.3 wt.%, and stirring the same. The wt.% of the polyvinyl alcohol fiber is 0.1 to 7%, and preferably 0.3 to 3% in viewpoint of strength improvement and economic efficiency. The fiber length is preferably about 1 to 20 mm. In the case of constructing a retaining wall, a truss bar 1 for reinforcement is buried in a skeleton portion 8 of the decorative panel 11, and connected from an exposed part of the back 9 through a separator 10 to a temporary frame or the like. Thus, the strength of the decorative panel 11 is improved, and the thickness is decreased to reduce the weight.
